The raised topic is important – to open Pärnu towards the river; to create a central, dense and exciting and innovative city center for pedestrians by the river. The student is well acquainted with Pärnu's city planning problems and offers reasonable solutions.
Positive – an appropriate scale has been found in the plan. Many suitable functions have been brought together by the river, including several different types of living. A diverse selection of public spaces is planned – a promenade by the river, park areas and town squares between the houses. It can be seen that the student has an ability to design transitions between public, semi-public and private spaces, so that they look natural in the urban space. The function set at the beginning of the plan has been successfully completed – to create a pedestrian-friendly uninterrupted urban space.
The submitted work is thorough and done with the heart. Solving such a complex task independently creates a good basis for developments further on.

IDEA AND INSPIRATION
The purpose of the project is to create an attractive living environment in the center of Pärnu, which would improve the city traffic in the form of foreign visitors both in summer and winter and would also be a new and interesting environment for city residents. Based on the current problem, the author saw an opportunity to activate the currently useless river area and to merge the sprawling structure characteristic of the city into a single and functional urban space.
The author’s suggestion for the city would be a proper city square, which currently does not exist in Pärnu. As well as a port terminal, and both commercial and living environment. While planning the city center it is also desired to add the Old Town into the process and to activate the part of the river promenade, which could be used in a sea and river city-specific way.
Being a resident of the city of Pärnu, the author is certain that there’s currently no proper center in the city. The proposed solution would help to keep the city of Pärnu alive, even in the winter time, when the city is usually empty of foreign visitors. The plan would also help to showcase Pärnu even more as a wellness city, as it is already known to some extent in Europe. The author also believes that Pärnu could become one of the most important and respected resort cities in the Nordic countries.
